Expanding from one location in Ontario to three boba and tea shops at Rodeo Public Markets

Also known as Kozan Boba & Tea House, the Kozan Tea House chain began in Ontario, California in the middle of 2020, quickly developing a loyal following despite pandemic-related restaurant closures across the state and country. In early 2025, Kozan became the exclusive boba tea shop for the launch of San Juan Capistrano’s Rodeo River Street, then expanded to third and fourth locations at Stanton’s Rodeo 39 (replacing Bestea) and Whittier’s Rodeo 72 Public Markets in 2025. In other words, if you want boba tea at Rodeo, Kozan’s your best bet.

Luckily, Kozan’s drinks are quite good – and almost always visually appealing. Across several visits to the Rodeo River Street and 72 locations, we’ve tried the impressively pudding-swirled Thai Oreo Brulee, milky Strawberry Bliss, creamier Strawberry Cloud, and lemon-orange Citrus Delight, sometimes with boba, and sometimes without. While the concepts and recipes are pretty familiar from other local tea shops, Kozan’s execution tends to be well above average, thanks to the use of real fruit, properly layered and swirled dairy layers, and quality toppings ranging from cookies and granola to chamoy; the Citrus Delight was a somewhat flat exception. Prices aren’t prominently displayed, but range from $4.50 to $8.50 per drink: Very few (plain tea) are at the low-end, with most – including matchas and shakes – in the $6.50 to $8 range.

Kozan’s Rodeo menus typically spotlight 18 to 24 different drink options from a master list of over 50 options available at the original Ontario shop, so there’s some ambiguity over how many choices Rodeo visitors actually have – the idea is apparently to focus people on a handful of popular choices. Options across all locations feature multiple types of tea, fruits, and milk used across milkshakes, brulee cream drinks, and cheese foam drinks, plus a small number of coffee choices.

While we’ve been pleased with most of our drinks, our visits to Kozan haven’t been perfect: The San Juan Capistrano location felt understaffed on our first visit – only one person was taking orders and making drinks – and though staffing may have improved and likely varies between locations, times, and days, we waited a while on our second visit, as well. On each occasion, something we’ve wanted to order from the menu has been unavailable due to a missing ingredient, so we haven’t tried everything that appealed to us. Given how much we enjoy visiting Rodeos, however, we expect to update this article with additional impressions in the near future.
