Serviceable Vietnamese food in a plaza at the border of Tustin and Irvine

Many years ago, The Market Place on Tustin’s and Irvine’s border had a somewhat novel outdoor food court, using a single plaza corner to host very good Thai, Indian, Mexican, Chinese, and American restaurants, plus shared seating, next to fountains and ample parking. Over the years, while options elsewhere have become better, the quality of these establishments declined, with once-great fast-casual Thai Spice circling the drain before disappearing. Its closure made room for a new restaurant in 2022: 399 Vietnamese Kitchen, also known as 399 Kitchen.

399’s menu isn’t long, but it has lots of familiar options for fans of Vietnamese food. On our early visit, there were a few bun vermicelli noodle variations, a collection of proteins served either with rice or garlic noodles, handfuls of banh mis and phos, some rolls, drinks, and one dessert: a good but not standout Pandan Waffle stuffed with coconut shreds. Drinks notably included a housemade lychee lemonade, which was strongly lychee flavored and served with actual fruit pieces, a nice touch.

We tried two types of spring rolls, each of which was fine, crispy egg rolls that were underwhelming and initially also undercooked (quickly replaced with hot ones on request), plus unremarkable bun noodles and bo luc lac – shaken filet mignon cubes with rice. Nothing was especially good or distinctive; it was all serviceable, which would be fine except for the now $25 asking price for the bo luc lac and similar salmon and shrimp variants. Many of the pho soup bowls range from $16 to $20, which is simultaneously high for the overall quality here, and enough to buy the best bowls of pho locally available elsewhere.

At this point, 399 continues Irvine’s trend of offering basic, ‘good enough’ Vietnamese food that doesn’t match Westminster or Garden Grove alternatives. We hope that it shakes things up and tries to do something special with any part of its menu, because this area could really use a truly great or at least compellingly different Vietnamese restaurant outside of Little Saigon.
